To gain access to the electrical network Temirtau Electrometallurgical Plant JSC issues technical specifications to each consumer:
- Technical Specifications for connection to electric networks are available upon application in any form and a questionnaire to the application for issuance technical specifications for connection to electric networks (hereinafter referred to as the questionnaire) using the pro-forma provided in Annex 3 to the current Rules of Electric Power Usage (hereinafter referred to as the Rules ).
Consumers with an installed capacity of electrical installations of 5 megawatts or more should apply an external power supply scheme to the questionnaire, developed by a special design organization licensed to engage in design activities. The content of External power supply scheme is provided in Annex 4 to the Rules. The External power supply scheme should be coordinated with TEMP JSC. - The technical specifications for connection to electric networks can be available in case of:
- connection of returmed or reconstructed electrical installations to the electric networks of TEMP JSC;
- external power supply scheme change;
- change of the category of power supply reliability of the consumer's electrical energy receivers.

Having received an application in any form from the consumer TEMP JSC issues technical specifications for connection returned or reconstructed electrical installations within 5 (five) working days, together with a drawn up and signed Certificate of Delineation of Balance Sheet Attribution of electrical networks and operational responsibility of the parties with the consumer connection diagram.
As for power supply of the facilities under construction, the consumer is issued temporary technical specifications for the period of construction.
The issuance of technical specifications is carried out in the event that it is technically possible to connect to the electric networks of an energy transmission organization or electrical installations of an energy producing organization.
In the absence of networks or technical connectivity, the technical specifications are issued from the designed networks after the technical specifications have been agreed with the owner of the designed networks.
There is no fee for issuance and reissuance of technical specifications.
- The technical specifications for connecting the consumer to the electrical networks include:
- Surname, name, patronymic (if any) of the individual or the name of the legal entity to which the technical specifications were issued;
- name of the power supply facility;
- location of the object (city, town, street);
- permitted power consumption;
- nature of electricity consumption (permanent, temporary, seasonal);
- power supply reliability category;
- permitted power factor;
- connection points (substation, power plant or power lines);
- basic technical requirements for connected power lines (hereinafter referred to as power lines) and substation equipment;
- reasonable requirements for strengthening of existing electrical network in connection with the occurence of a new consumer - increasing wire cross-sections, replacing or increasing the power of transformers, construction of additional switchgear cells;
- reason for technical specifications issuance;

the period of validity of technical specifications.
The period of validity of the technical specifications corresponds to the statutory terms for design and construction of the electrical installation.
The period of validity of the technical specifications for the objects started by construction is extended upon the application of the consumer, submitted before the expiration of their validity period.
- All returned and reconstructed electrical installations of consumers are carried out in accordance with the design and technical acceptance documentation.
- Voltage is supplied to electrical installations of consumers in the following order and terms:
- the construction and installation organization (for legal entities) or the consumer (for individuals) sends a notification (in any form) of the fulfillment of technical specifications and readiness to supply voltage to electrical installations and an application for acceptance of the electricity supply agreement to the energy transmission (energy producing) organization
- the energy transmission (energy producing) organization:
inspects external connection and compliance of the work performed with the issued technical specifications within 2 (two) working days from the date of the notification;
supplies voltage to the electrical installations of consumers, seals the electric power fiscal metering system, and issues an act of sealing the electric power fiscal metering system within 3 (three) working days from the date of notification;
sends the documents specified in paragraphs 4 or 4-1 of the Rules to the power supply organization selected by the consumer within 2 (two) working days from the date of the act of sealing the electric power fiscal metering system.
It is not allowed to discover the documents not specified in the Rules.
Construction and installation work of consumers' electrical installations and testing are carried out by organizations that have licenses in accordance with the Law of the Republic of Kazakhstan "On Permits and Notifications".

In case of detection of deficiencies in the external connection and non-compliance of the work performed with the issued technical specifications, the energy transmission (energy producing) organization issues a Fault Certificate within 2 (two) working days from the inspection date.
After elimination of the deficiencies indicated in the Fault Certificate, the construction and installation organization (contractor) or the consumer sends a repeated notification (in any form) about the fulfillment of technical specifications and readiness to supply voltage to electrical installations to the energy transmission (energy producing) organization.
Within 1 (one) business day from the date of repeated application, TEMP JSC inspects external connection and connects the consumer's electrical installations in accordance with paragraph 21 of the Rules and notifies in writing that if the comments are not eliminated after re-inspection, the next inspection will be carried out in 1 (one) month.
When re-inspecting the external connection, it is not allowed to issue comments that were not indicated during the initial inspection of the external connection.
- Connection and supply of electricity to the consumer are carried out only if an Acceptance Certificate for electric power fiscal metering system is available.
- The procedure for admitting electrical installations into operation applies to returned and reconstructed electrical installations of consumers (subconsumers).
- The clearance of electrical installations for operation is carried out if the consumer has either electrical personnel of relevant qualifications and a person responsible for the reliable and safe operation of electrical installations, or a service agreement for electrical installations with an organization that has personnel with a permit to work in existing electrical installations, with exception of household consumers.
- If consumer's electrical installations have any installation faults, deviations from the issued technical specifications, design documentation or regulatory and technical requirements, they are not allowed to service.
